You need to do the following: 1. Get Blackbeard to Bond Level 1, should be easy. Get Blackbeard to 1st Ascension, in other words, ascent him once, this will take roughly 8 rider gold exp cards and 3 rider pieces. Finish Okeanos storyline, this will take 756 AP.

After all that, you can do his interlude for forbidden pages! I don't know about the rest of you, but I need the pages badly to ascent my waver.
